Raiders WR Heyward-Bey back active after scary neck injury

Oakland wideout Darrius Heyward-Bey is active for Sunday’s game against Chicago, but the Raiders still will face the Bears’ vaunted defense without two of their speedy young receivers, as both Jacoby Ford and Denarius Moore are inactive.
