Packers’ Starks a game-time decision for Sunday’s Chiefs tilt

Green Bay running back James Starks returned to practice Friday for the first time this week and coach Mike McCarthy said the running back will be a game-time decision Sunday when the Packers face the Kansas City Chiefs.
